Wayleave Officer – Amec Foster Wheeler 427 views

Amec Foster Wheeler are currently recruiting for a Wayleave Officer who will liaise with the Client’s Wayleave Officer and grantors to maintain good relations, informing them of any changes to programme that will affect them and responding to any queries they may have. The Wayleave Officer will assist with the production of drawings that detail scope of accommodation works, land ownership boundaries, access routes, utilities, environmental and other permissions that are required to facilitate the works.

Responsibilities – Wayleave Officer

  • Produce/ assist in the production of drawings that detail scope of accommodation works, access routes, utilities, environmental and other permissions that are required to facilitate the works
  • Maintain a working relationship with the Client’s Lands Officer, Grantors and other Authorities. Fielding and logging day to day queries from Grantors and other Authorities, referring to the Client’s Lands Officer as required
  • Accompany Client’s Lands Officer to meetings as required
  • Ensure that the Client’s Wayleave Officer is updated on the progress and programme of works to ensure that all operations are carried out without interruptions
  • Liaise with the Client’s Lands Officer, visiting every site, accompanied on occasion by other members of the Alliance construction team, to confirm land take areas, access to work positions and towers. Also produce an Access Development schedule
  • Working with the Client’s Lands Officer arrange with, and obtain, any necessary waterway access agreements with British Waterways, Port Authorities and Internal Drainage Boards; obtain any Planning Permissions for new accesses to Public Highways and any widening of existing gateways. Agree with local authorities for any footpath closures and/or diversions
  • Update drawings and records on receipt of agreed changes from Client’s Lands Officer
  • Challenge any unsafe behaviour and ensure that accidents, incidents and near misses are promptly reported to the Site Delivery Manager, Client and Safety department
  • Support projects that have already passed IP2 or IP3 and are in Detailed Design and Delivery by gap analysis and retrospective application of the Wayleaves process (as required)
  • Ensure any tree or shrub clearance requirements are added to the Access Development schedule and are cleared by others as required by the schedule
  • Support other members of the Alliance with the identification of any services, taking information from drawings, markers, third party information
  • Assist with the production of Risk Assessments for access routes and working areas Update the locations board daily where necessary
  • Inspect the accesses ensuring that they are clearly marked and on the route agreed with the Grantor(s)
  • Undertake inspections to determine whether the agreed hazard mitigation measures are in place (e.g. screens, GS 6 barriers and underground crossing protection measures)
  • Liaise with the Alliance Environmental advisors to review and capture mitigation on drawings for SSSI, flora and fauna, archaeological impacts etc
  • Receive, review, issue and continually control project drawings associated with Wayleave process
  • Liaise with other members of the Alliance to confirm the programme and amend the Wayleave schedule as required
  • Ensure accesses are handed back promptly when no longer required ensuring the accesses and sites are cleared of all plant, debris and material and obtain a site clearance form from the Client’s Lands Officer.
  • Identify and coordinate with Grantors, minor repairs to hedges, fences, gates etc. to maintain security of access
  • Support inspections by Alliance Environmental advisors so that they can ensure all biological precautions stipulated in the access requirements are in place and functioning and that operations adhere to best practice
  • Support reviews by the Alliance of method statements and risk assessments that are specific to Wayleave activities
  • Support inductions by providing information associated with Grantors
  • Attend the weekly safety and progress meeting and report at the meeting, progress, where problems are likely to be encountered, and suggest mitigation actions
  • Review documentation with the Client’s Lands Officer and sign off on notifications and hold points.

  • Excellent written and verbal communication/interpersonal skills
  • Evidence of workload prioritisation and management
  • A working knowledge of Microsoft Outlook, Word and Excel
  • A current driving licence
  • Previous experience in planning and/or wayleaves
  • Competent in the use of Land Registry searches
  • A practical understanding of wayleave payments and land damage claims
  • A understanding of the DOE planning process
  • Practical understanding of obtaining a “necessary wayleave”
  • An working knowledge of wayleave agreements, easements and lease processes
  • The job requires a considerable degree of commitment, flexibility and adaptability on the part of the jobholder to meet quality standards and work deadlines.
